Requests to increase funding without an offset are rarely granted and must address a pressing need that only the federal government can meet. If you are requesting an increase, please explain: (a) why this program must be addressed by the federal government instead of state, local, nonprofit, or private sector entities; and (b) the compelling need for a non-offset increase against the additional debt burden placed on taxpayers.
