Manchin: BSR Training Center At Summit Point Is Prime Location For Bureau Of Prisons New Facility

Charleston, WV– Last week, U.S. Senator Joe Manchin (D-WV) highlighted the BSR Training Center at Summit Point as a prime location for the Bureau of Prisons (BOP) new training facility. Recently, the Bureau of Prisons released a Request for Information in regard to locating a facility to provide training for BOP law enforcement staff.
 
Senator Manchin said in part, “I write to you today to bring BSR Training Center in Summit Point, West Virginia to your attention as a potential location that could suit the needs of the BOP. BSR has a proven track record of federal training support. In the past they were the home of the State Department’s Foreign Affairs Counter Threat (FACT) program, which demanded the highest standards in training for mission planning, hostage situations, protective detail, emergency vehicle operations, and tactical medical response… With existing facilities, room to grow, and decades of expertise I believe that BSR offers a unique opportunity to the BOP to provide you with a partner who is proven in delivering to demanding federal customers.”

Recently the Bureau of Prisons (BOP) released a Request for Information (RFI) in regard to locating a facility with the ability to provide training, such as advanced correctional programs and Introduction to Correctional Techniques for BOP law enforcement staff. I write to you today to bring BSR Training Center in Summit Point, West Virginia to your attention as a potential location that could suit the needs of the BOP.
 
BSR has a proven track record of federal training support. In the past they were the home of the State Department’s Foreign Affairs Counter Threat (FACT) program, which demanded the highest standards in training for mission planning, hostage situations, protective detail, emergency vehicle operations, and tactical medical response. Even when the State Department moved from BSR and centralized all their training at Fort Pickett in 2019, Customs and Border Protection (CBP) quickly took advantage of the vacancy. CBP now conducts a variety of training for their staff on location, similar to the needs of BOP.
 
This 786 acre facility is uniquely suited to meet the requirements outlined in your RFI. BSR offers venues for firearms, tactical skills, and vehicle training. This includes multiple indoor and outdoor shooting ranges, over five miles of paved and unfinished roads for vehicle training, and a dynamic indoor environment for simulating a variety to scenarios. Perhaps more importantly than the physical infrastructure they already possess and the ability to expand, is the experience within their personnel who have worked with and for federal law enforcement and our military.

With existing facilities, room to grow, and decades of expertise I believe that BSR offers a unique opportunity to the BOP to provide you with a partner who is proven in delivering to demanding federal customers. Thank you for your time and attention to this matter.
