Senators Rick Scott and James Lankford introduced the Disaster Contract Transparency Act to help improve the disaster contracting process.

The bill is aimed at protecting natural disaster victims by making sure services are delivered quickly and money is spent solely on helping impacted communities.

The act will require the government to already have contracts in place for debris removal. It will also require FEMA to penalize vendors for not honoring pre-disaster contracts. The act will also limit FEMA’s reimbursement of debris removal to the lowest contract rate. It will also direct FEMA to set clear rules in the oversight of debris removal contracts.

Lastly, it will require FEMA to give a list of contracts for disaster recover to Congress.
