Manchin Service Academy Nominee, Jocelynn Cooper from Boone County, Receives Appointment to U.S. Air Force Academy 

I am so proud to have nominated Jocelynn for this outstanding achievement. I know her mother, Nova Jo is very proud of her and join me in applauding her desire to serve our great country.

Jocelynn just graduated Sherman High School where she played softball and archery.  When asked why she wanted to attend a service academy, Jocelynn stated, “Attending the academy would give me a higher chance of reaching my goals and help shape me as an individual”. Jocelynn plans to become a pilot in the U.S. Air Force.

Each year, Senator Manchin nominates up to 10 students to each of our nation’s service academies requiring congressional recommendations, including: the Air Force Academy; the Naval Academy; the Military Academy at West Point; and, the Merchant Marine Academy. 

Senator Manchin nominated the students after reviewing the recommendations made by a seven-member Service Academy Selection Board that convened October 23-25. The Board is comprised of West Virginians who have served in the military or who are educators. The Board interview process ensured that candidate met the needed qualifications and criteria.

On the Road

It is always a privilege to come home to West Virginia and spend time in the communities I love, speaking with my fellow West Virginians and hearing their thoughts on how to make our state even better. Last week I visited a noble Veteran, a legendary businessman and my very dear friend, Charlie Jones, to wish him a Happy 100th Birthday. He represents the very best of West Virginia and I was honored to prepare a Congressional Record Statement honoring his legacy.

I spent Monday in beautiful Jefferson County, where I visited seniors at the Anna Mae Reedy Senior Center. Later I stopped by the Jefferson Day Report Center to witness all the great things they're accomplishing for the people of West Virginia in the fight against drug abuse. Then I made a stop at the Jefferson County Emergency Operations Center where I spoke with Director Steve Allen to get an update about flooding in the area.

Key Federal Resources 

Funding for Health Clinics: $24,763,266 was awarded by the U.S. Department of Health and Human Services to health clinics across West Virginia in twelve different counties, including Mercer, Webster, Kanawha, Monongalia, Upshur, Hardy, Lincoln, Marion, Greenbrier, McDowell, Wirt, and Cabell. The grants are awarded through HHS’s Health Center Cluster Program, which gives funds to community health centers serving rural, underserved communities.

 

Black Lung Coal Miner Clinics Program: $1,786,069 in funding was announced for the West Virginia Department of Health and Human Resources for the Black Lung Coal Miner Clinics Program through the U.S. Department of Health and Human Services.

The U.S. Department of Labor reports that black lung disease is on the rise. A study documenting miners who applied for benefits from the Federal Black Lung Program between 1970 and 2016 found that half of the 4,600 reports over those 46 years occurred after the year 2000.

 

Canaan Valley National Wildlife Refuge: $7 million was announced for a new visitors center at the Canaan Valley National Wildlife Refuge in Tucker County. Senator Manchin secured a one-time increase of funds for deferred maintenance for the Fish and Wildlife Service in the Fiscal Year 2018 omnibus spending bill, and also secured language directing the Fish and Wildlife Service to prioritize funding for a new visitors center at the Refuge.  

For the past three years Senator Manchin has urged the Fish and Wildlife Service to build a new building to serve as a visitor’s center at Canaan Valley National Wildlife Refuge instead of spending millions of dollars to repair the outdated and inadequate visitor’s center currently in use.To read his original request to former U.S. Fish and Wildlife Service Regional Director for the Northeast Region Wendi Weber, click here.
