Reading Your Letters About the Importance of Protecting Coverage for those with Pre-Existing Conditions on the Senate Floor

Approximately 800,000 West Virginians, including 90,600 children, have a pre-existing condition. I have always said that our nation’s current healthcare system is in need of repair. But every West Virginian deserves access to quality, affordable healthcare. And I am very concerned our country is at risk of moving backward instead of forward.

When people ask why I voted against repealing the healthcare law, I always say it’s because we need to make sure those with pre-existing conditions don’t go bankrupt paying for basic healthcare. What’s happening today is an unfortunate political move. The only reason this lawsuit is moving forward is because they have failed to repeal the law. Congress has voted more than 50 times.

What makes this worse is we have a bipartisan compromise led by Senators Lamar Alexander and Patty Murray with 12 Republicans and 12 Democrats. This bill includes important steps will help reduce healthcare costs for West Virginia families, and this agreement shows what is possible when we put people before politics. Shame on us for not voting on that.

Requesting Information from WV Health Care Providers on 2019 Rates

Recently, I asked CareSource and Highmark for information on how they are determining their rate premiums for 2019. Specifically, I want to know if Congressional Republican efforts to dismantle the healthcare system were taken in to consideration when deciding premium rates for 2019.

Last year, West Virginians were hit with double digit rate increases, increasing West Virginians’ premiums by $71 per month. In December, Congressional Republicans passed the Tax Cuts and Jobs Act, which, among other things, repealed a fundamental healthcare provision without any replacement. The Congressional Budget Office (CBO) estimated this change will increase the number of uninsured Americans by 13 million and raise health insurance premiums by 10 percent. In West Virginia alone, premiums are projected to increase by $1,400 by the end of the year. I want to understand the factors driving these cost increases.

In June, Senator Manchin encouraged West Virginia Insurance Commissioner Allan McVey to take action to prevent healthcare costs from skyrocketing this fall. Senator Manchin is still waiting for a response.

I had the pleasure of spending Friday in Morgantown, where I delivered remarks at the Health Sciences & Technology Academy (HSTA) Biomed Summer Camp closing ceremony and toured the West Virginia University Coat Clinic. I also attended the Senior Monongalian’s Luncheon and then participated in the Community Celebration of Affordable Housing.

$1.4 Million Announced for Yeager Airport Security

Yeager Airport is essential to the success of our businesses, our economy and quality of life of West Virginians. One of my top priorities is to make sure that Yeager Airport has the most up-to-date infrastructure so that they can continue to make necessary enhancements to maintain the safety and security of all of those who use it every year. As a member of the Senate Appropriations Committee, I will continue to ensure that Yeager and all West Virginia airports get the funding they need.

$2.5 Million Announced for West Virginia Healthcare

This significant funding will support a variety of programs throughout West Virginia including school health programs, public health education programs, mental health and substance abuse programs and cutting edge medical research. All of these programs are important to West Virginians overall health and well-being. As a member of the Senate Appropriations Committee, I’ll continue advocating for these important resources on behalf of the Mountain State.
