Upper Big Branch Anniversary

Nine years ago this past Friday, we lost 29 miners in the Upper Big Branch mine disaster. This event was a complete tragedy for not only the miners’ who lost their lives and their families but for the entire state of West Virginia. I have always said that the death of one miner on the job is too many. Since my time as Governor, I have been dedicated to improving safety conditions in our mines, so that tragedies like these and others, never happen again. I join you in remembering the 29 miners who died that day and praying for their families.

Urging Full Funding for DOE Loan Guarantee Program

I joined a bipartisan group of senators to fully fund the Title XVII Innovative Technology Loan Guarantee Program (Title XVII) under the Department of Energy (DOE). 

Title XVII helps developers of breakthrough, first-of-a-kind technologies obtain otherwise difficult financing needed to bring promising energy projects to commercialization. The DOE Loan Program Office oversees Title XVII and issues government-backed loans that guarantee a maximum of 80% of the project cost. These loans help energy innovators bridge the “valley of death” and help attract the private sector to provide financing. In order to qualify for a Title XVII loan guarantee, developers must undergo a rigorous two-part application process requiring applicants to demonstrate that the project meets rigorous standards for innovation.

Reintroducing the Legacy Act to Protect Individuals Recovering from Substance Abuse Disorder

Last week I reintroduced the Protecting Jessica Grubb’s Legacy Act to change existing privacy regulations surrounding medical records for those suffering with substance use disorder. The goal of the legislation is to save lives by making sure that medical providers do not accidentally give opioids to individuals in recovery, like in the case of Jessica Grubb. The bill was previously introduced in the last Congress but was not passed into law.

The Legacy Act is crucial to making sure that our family members and neighbors struggling with substance use disorder don’t have to experience the same senseless and preventable tragedy that Jessica Grubb and her family suffered. By making changes to the existing regulations regarding medical records, we can save thousands of lives. No one should go to the doctor expecting to receive help and instead be thrown back into the nightmare of addiction. We have seen far too many deaths in West Virginia from this epidemic. This bill will help make sure we are fighting back against this problem, not contributing to it.

Requesting an Extension of Flood Insurance Assistance

This week I requested an extension of the grace period for no cost flood insurance from the Federal Emergency Management Agency (FEMA). 

The natural disaster that inundated these communities has been compounded by the bureaucratic disaster that has prevented the $106 million Congress appropriated for mitigation and resilience activities over a year ago from reaching the people on the ground who need it most. This funding will support strategic infrastructure investments that will improve water management and reduce our exposure to future flood risks, both of which could significantly reduce premiums for the families and businesses that have National Flood Insurance Program (NFIP) policies in the impacted area. It is my hope that FEMA officials will work with their state and local partners to identify the types of projects that will have the most influence on premiums through the Community Rating System (CRS) and other voluntary incentive programs that FEMA operates and administers.

 Constellium and Blue Origin Partnership

I applaud last week's announcement of the partnership between Amazon CEO Jeff Bezos’ spaceflight company, Blue Origin, and Constellium, an aluminum product manufacturer in Ravenswood, West Virginia. Blue Origin has signed a multi-year contract with Constellium to provide their trademark Airwave aluminum plates and sheets for Blue Origin’s massive orbital rocket project. The announcement comes after my letter and subsequent communications with Jeff Bezos about bringing investment from Amazon and his other companies, like Blue Origin, to West Virginia. I have also worked closely to ensure that the Administration’s efforts to protect the American aluminum and steel industry do not harm existing, successful companies like Constellium that help bring jobs to West Virginia. 

I am thrilled to see that Constellium and Blue Origin have entered into this partnership together. This is exactly the type of 21^st century investment to secure good-paying jobs that we need in our state. West Virginians are hardworking people that have powered and built our country through mining and manufacturing for over a century. Jeff Bezos and Blue Origin have partnered with Constellium because he knows that if you rely on West Virginia workers, we will build the best product possible. This is a huge win for West Virginia and I will keep working in Washington to deliver more opportunities like this to our state.

Key Federal Resources

More than $4.2 Million Announced for WV AmeriCorps Programs

As a member of the Senate Appropriations committee, I am proud to announce $4,212,764 for four AmeriCorps programs around the state of West Virginia from the Corporation for National and Community Service (CNCS). The funding will be used to help AmeriCorps volunteer programs assist the communities they serve, execute each organization’s mission and assist with educational costs in the state of West Virginia.

I have always been a strong believer in the power of community-based organizations because they can truly make a huge difference in the communities they serve. These organizations are effective because they know exactly how to best serve their community and what their neighbors need most. I am proud that as a member of the Senate Appropriations Committee, I can bring resources like this to West Virginia and help better our communities and serve West Virginians.
