MANCHIN RATED MOST BIPARTISAN MEMBER OF CONGRESS

U.S. Senator Joe Manchin (D-WV) today released the following statement on CQ Roll Call’s recent release of bipartisan Congressional rankings. For the second year in a row, Senator Manchin has been ranked the most bipartisan Member of Congress, voting with Democrats 50.2% of the time and voting with Republicans 49.8%. CQ Roll Call is the only the ranking of bipartisanship based on actual votes taken by Members of Congress.

“I am again honored to be ranked the most bipartisan Member of Congress. I pride myself on being a Senator who will reach across the aisle and work with my colleagues to do what is best for West Virginia and our nation. While cosponsoring bills and resolutions is important, it’s the hard votes that really matter. We saved healthcare for people with pre-existing conditions because a handful of Republicans were willing to buck their leadership and do what they knew was right. When it comes to the President’s nominations, I believe as a former Governor that the President should have a fair chance to pick his team. When I’m considering nominees political party does not factor in. I look to see if the nominee is qualified for the job to which they have been appointed and cast my vote accordingly. I truly believe that to be bipartisan, you can’t think that Republicans are wrong and Democrats are right, or vice versa. We must approach all legislation with an open mind. Sadly, as these numbers show, we are seeing less and less of that bipartisanship each year. Instead of removing the filibuster and further inflaming the passions of partisanship, we should restore the 60 vote threshold to force Democrats and Republicans to work together for all Americans.”

MANCHIN STATEMENT ON THE DEATH OF KATHERINE JOHNSON

Gayle and I are terribly saddened to hear of the passing of Katherine Johnson, a stellar mathematician and proud West Virginian and we join all Americans and West Virginians in mourning the loss of an incredible American. A White Sulphur Springs native, Katherine not only completed groundbreaking work at NASA during the space race, but also broke the barriers of race and gender during a critical time in our nation. Katherine became the first African-American women to attend graduate school at West Virginia University and began her work as a mathematician for NASA, eventually running the equations that sent the first American astronaut to orbit Earth. Because of the accomplishments of intellectual leaders like Katherine Johnson, more young women have, and will, blaze their own trails in science, technology, engineering, and math fields, and will continue to make our state and entire nation proud. We cannot thank Katherine enough for her contributions to our state and our nation. Gayle and I send our deepest condolences to Katherine’s friends and loved ones, especially her daughters Joylette, Katherine, and Constance. We will keep them in our thoughts and prayers during this difficult time.

MANCHIN STATEMENT ON THE ANNOUNCED CLOSURE OF FAIRMONT REGIONAL MEDICAL CENTER

Marion County and Fairmont are my home area. This is where I grew up. And we know that the 11th largest county and the 7th largest city in West Virginia can’t survive without a quality hospital. This is an unfortunate and painful trend across rural America. The closing of rural hospitals and clinics continues to make access to quality care harder and forces people to travel unreasonably far distances to receive the care they need. I am reaching out to every person and party involved to save the Fairmont Regional Medical Center and look forward to working with all parties to make sure that Fairmont has a hospital for the health and wellbeing of every citizen and for the economic wellbeing of the county.

MANCHIN, CRAMER, DUCKWORTH INTRODUCE BIPARTISAN BILL TO GIVE GUARD AND RESERVE MEMBERS EQUAL HAZARD-DUTY INCENTIVE PAY

“Our National Guard and Reserve servicemembers risk their lives so Americans can enjoy the freedoms they have fought for us to keep. We owe it to those who put themselves in harm’s way that they are paid comparably to their active duty colleagues. That is why I introduced this bill to ensure that all Guard and Reserve servicemembers are receiving the pay they deserve for their hard work and sacrifices. I am proud to support our servicemembers across our great nation and look forward to passing this legislation through Congress and sending it to the President’s desk for approval,” said Senator Manchin.

MANCHIN INTRODUCES RESOLUTION TO HONOR 75TH ANNIVERSARY OF IWO JIMA

U.S. Senator Joe Manchin (D-WV) introduced a Joint Resolution to honor the 75th Anniversary of the Battle for Iwo Jima during World War II. The resolution recognizes the gallantry and heroism demonstrated seventy-five years ago during the victory that was led by the United States Marine Corps over Imperial Japan on the island of Iwo Jima. A companion resolution was introduced in House.

“Seventy-five years ago today our brave Marines led America to victory over the Japanese forces in the pivotal Battle of Iwo Jima, and eventually secured the surrender of Japan. Today we celebrate the heroism of the Veterans who fought for our safety and security during World War II, including the brave efforts of our own West Virginian, Woody Williams, who fought during the Battle of Iwo Jima and received the Medal of Honor for his heroic actions. Their dedication should forever be remembered and honored, which is why I am honored to help introduce this resolution to honor our brave Marines and Corpsmen for their service,” said Senator Manchin.

MANCHIN LEADS GROUP OF 30 SENATORS CALLING ON EPA TO DELIVER ON PROMISES MADE IN PFAS ACTION PLAN

U.S. Senator Joe Manchin (D-WV) led a group of 30 Senators in a letter to Environmental Protection Agency (EPA) Administrator Andrew Wheeler requesting he provide an updated timeline for when the EPA will implement commitments made in the agency’s plan to combat exposure to per- and polyfluoroalkyl substances (PFAS). The EPA released its plan, the PFAS Action Plan, one year ago and has yet to implement many of the commitments outlined in the strategy. 

The Senators wrote, “As you are aware, communities across the country are struggling to respond to the widespread issue of PFAS contamination.  The human health risks from this class of chemicals, which include birth defects, various forms of cancer, and immune system dysfunction, are still being examined, and the uncertainty has caused great concern among our constituents.”

MANCHIN STATEMENT ON THE DEATH OF JAMES "JD" STANARD

Gayle and I are terribly saddened to hear of the passing of James Dyer Stanard, a U.S. Army Veteran and proud West Virginian. James served our country bravely during World War II from 1942-1945 in the 319th Artillery Company of the 82nd Airborne Division as a Tech Specialist. JD served in many of the major battles during World War II, to include D-Day, Operation Market Garden, and battles in North Africa and Italy. JD was one of West Virginia’s finest examples of patriotic service. His sacrifices and dedication to America were admirable and he makes all of his fellow West Virginians proud. Gayle and I send our deepest condolences to James’s friends and loved ones, especially his son James Allen, his grandchildren James Mark and David, and his great-grandchildren Luke, Lydia, Reese, and James Duncan. I know that his fellow Troopers of the WV Chapter of the 82nd Airborne Association will miss him too. Gayle and I will keep them all in our thoughts and prayers during this difficult time.

MANCHIN, CAPITO HOST SENATE FIELD HEARING TO DISCUSS NEW RIVER GORGE PARK AND PRESERVE ACT

U.S. Senators Joe Manchin (D-WV), Ranking Member of the Senate Energy and Natural Resources Committee, and Shelley Moore Capito (R-WV) held a field hearing in Beckley, West Virginia to receive testimony on the New River Gorge Park & Preserve Act. The legislation, introduced by Ranking Member Manchin and Senator Capito, would redesignate the New River Gorge National River as the New River Gorge Park and Preserve.

“Today’s field hearing was yet another important opportunity to gather feedback from West Virginians about this exciting opportunity for our state. The comments of every person who spoke today will be submitted to the official public record and taken into consideration as my Committee prepares to mark up the legislation and make appropriate changes. Over the last year, Senator Capito and I have worked closely with the National Park Service to put together different options of how a potential park and preserve might work. Our goal is to make sure that we provide for protection of the national park resources while at the same time preserving the hunting and sporting culture and heritage of this amazing area. We have also held a handful of meetings to hear directly from West Virginians. Every perspective is important and I appreciate those who came out today to engage in this important discussion,” Ranking Member Manchin said. 

In October 2019, Ranking Member Manchin and Senator Capito introduced the New River Gorge Park and Preserve Designation Act. The legislation will maintain hunting and fishing within the preserve area—areas where sportsmen currently enjoy hunting and fishing. The legislation also specifically protects hunting, fishing, and trapping on privately owned land and will preserve and help grow the vibrant outdoor recreation industry on the New River. The New River Gorge has a long and rich history, which is also preserved through this legislation. 

The hearing featured witnesses from the New River Gorge National River, West Virginia Wildlife Federation, River Expedition and the West Virginia Department of Commerce. To read their testimony in full, click here.

MANCHIN, CAPITO ANNOUNCE MORE THAN $2.2 MILLION FOR HEAD START PROGRAMS

“Early education is an essential part of our children’s lives and will ensure a brighter future for generations to come. Head Start ensures that every child they serve, no matter their background or circumstance, have the skills and knowledge needed to be successful throughout their education. I have been a proud longtime supporter of Head Start programs and truly appreciate the work and dedication these programs show to our students. As a member of the Senate Appropriations Committee, I am proud to have secured increased funding for Head Start programs across West Virginia,” said Senator Manchin.

MANCHIN APPLAUDS COST SHARE ADJUSTMENT APPROVAL RESULTING IN MILLIONS IN FUNDING FOR WEST VIRGINIA

U.S. Senator Joe Manchin (D-WV) applauded the Administration’s approval of the cost share adjustment for the Federal Emergency Management Agency (FEMA) and West Virginia from the current 75% federal-25% state to 90% federal-10% state. The approval for the federal cost-share increase for recovery projects associated with the 2016 severe storms, flooding, landslides and mudslides in West Virginia will not only increase the federal funding on public assistance projects going forward, but granting this cost-share increase is retroactive, resulting in tens of millions of additional dollars given back to West Virginia. On February 4th, Senator Manchin led the West Virginia delegation in sending a letter to President Trump asking for his quick approval of the cost share adjustment. “Almost four years later, West Virginians are still recovering from the devastating effects of the flooding in 2016 that ravaged parts of our state and I am so pleased that President Trump approved the cost share adjustment between FEMA and West Virginia for the floods. With the cost share approved, previous awards for projects will be readjusted and West Virginia will receive tens of millions in additional funding to help West Virginians rebuild and recover from the flooding. I am proud of the way we West Virginians supported and cared for each other during the flooding and I know that this funding will be a great help to those still in need,” said Senator Manchin.

MANCHIN, CAPITO ANNOUNCE MORE THAN $47 MILLION FOR HOUSING DEVELOPMENT ACROSS WEST VIRGINIA

U.S. Senators Joe Manchin (D-WV) and Shelley Moore Capito (R-WV), members of the Senate Appropriations Committee, announced $47,559,125 from the U.S. Housing and Urban Development (HUD) for various housing development programs across West Virginia.

“Every West Virginian deserves to have a roof over their head, regardless of where they live or their background. This funding will help provide that basic necessity for people across our state. I am proud of HUD’s investment into our state and our housing programs which help provide affordable housing, developing public housing projects, expanding economic opportunities, and providing permanent housing options for those experiencing homelessness. These are essential programs that benefit many West Virginians, and I will continue to advocate for these HUD programs that provide so much for our citizens,” said Senator Manchin.
