Daily Coronavirus Update - March 27, 2020

WORKING FOR YOU

On a vote of 96-0, the United States Senate passed the (H.R. 748) Coronavirus Aid, Relief, and Economic Security Act or the “CARES Act”, the third and largest supplemental aid package passed by Congress in response to the COVID-19 pandemic. The first Coronavirus package, (H.R. 6074) The Coronavirus Preparedness and Response Supplemental Appropriations Act of 2020, provided $8.3 billion in emergency funding for federal agencies to respond to the coronavirus outbreak. The second Coronavirus package, (H.R. 6201) The Families First Coronavirus Response Act, provided free coronavirus testing, expanded food assistance and unemployment benefits, and additional protections for health care workers. Put simply, I fought to ensure this bill covers those on Main Street, not Wall Street. The CARES Act provides roughly $2 trillion in aid to hospitals, laid off workers, small businesses, and state and local governments on the front lines:

  • The original Mitch McConnell bill included $75 billion for hospitals. Senator Manchin fought to double that and the final bill included $150 billion for hospitals.
  • The original Mitch McConnell bill included $20 billion for our schools. Senator Manchin fought to include an additional $10 billion bringing the total to $31 billion for our schools.
  • The original Mitch McConnell bill included no funding for state and local governments. Senator Manchin fought to include $150 billion for states and local governments. 

Immediate Assistance to Impacted West Virginians

Checks to West Virginians – To address additional, unforeseen financial challenges, the bill authorizes direct payments of $1,200 ($2,400 for couples) to all West Virginians making less than $75,000 ($150,000 for couples). Above that threshold, benefits will be reduced by $5 for every $100 of income and phased out entirely for those making $99,000 or more ($198,000 for couples). Families are also eligible for an additional $500 per child. Working class Americans that file their taxes will receive a direct payment. Those who are on Social Security or otherwise do not file income taxes will receive their payment in the form of check. Senator Manchin is pushing the Treasury Department to issue these checks as quickly as possible.

Expanded Unemployment Insurance – This bill takes care of those who have lost their jobs through no fault of their own. This relief package includes a dramatic expansion and reform of the existing unemployment insurance program. It expands eligibility to include part-time, self-employed, and gig economy workers; it provides an additional 13 weeks of unemployment benefits; and it increases individual benefits by $600 per week to ensure that no one is penalized for practicing responsible social distancing.

Supporting our Front Line Healthcare Workers

Helping Hospitals and Healthcare Providers – Our economy cannot be healed until we stop the spread of COVID-19. We cannot begin to heal our economy until we can stop the spread of COVID-19. As a result of negotiations over the weekend, the amount of funding for hospitals and medical facilities increased from $75 billion to $150 billion to cover unreimbursed healthcare related expenses or lost revenues attributable to the public health emergency resulting from the coronavirus. This includes $50 billion in increased Medicare payments to providers. 

Protecting Healthcare Workers – We cannot do enough to arm our healthcare professionals with the equipment they need to protect themselves. The CARES Act includes various provisions to increase our domestic supply of masks, gloves, gowns, and other essential Personal Protective Equipment (PPE) including $16 billion for the Strategic National Stockpile, $4.3 billion for the Centers for Disease Control and Prevention (CDC), and $1 billion to increase production under the Defense Production Act.

Supporting Small Businesses

Paycheck Protection Program (PPP) – The CARES Act includes nearly $350 billion for a Paycheck Protection Program through the Small Business Administration (SBA) that will provide small businesses and other entities with zero-fee loans of up to $10 million. Up to 8 weeks of average payroll and other costs will be forgiven if the business retains its employees and their salary levels. Principal and interest will be deferred for up to a year and all borrower fees are waived.

Emergency Economic Injury Grants – To address immediate cash flow concerns, the CARES Act includes $10 billion for advances of $10,000 to small businesses and nonprofits that apply for an SBA Economic Injury Disaster Loan (EIDL). EIDLs are loans of up to $2 million that carry interest rates up to 3.75 percent for companies and up to 2.75 percent for nonprofits, as well as principal and interest deferment for up to 4 years. The loans may be used to pay for expenses that could have been met had the disaster not occurred, including payroll and other operating expenses.

Funding for State and Local Governments

Coronavirus Relief Fund – The bill includes $150 billion to support state and local governments on the front lines of the response effort, including no less than $1.25 billion for West Virginia. It also authorizes an additional $454 billion to leverage more than $4.5 trillion in lending for distressed states, municipalities, and businesses.

Resources for Federal, State and Local Law Enforcement – The CARES Act also includes $850 million for the Byrne-Justice Assistance Grant Program (Byrne-JAG) to help state and local police departments and jails meet their needs, including the purchase of personal protective equipment (PPE) and other needed medical items and to support overtime for officers on the front lines. Includes over $6 million in dedicated funding for West Virginia.

Additional Funding for Schools – The final version of the CARES Act includes more than $10 billion more than initially proposed for elementary schools, secondary schools, and institutions of higher education. In total, the bill provides $31 billion in grants to educational institutions so they can continue to serve their students. This includes $13.5 billion for elementary and secondary education and another $14.25 billion for higher education. 

 

MANCHIN ENCOURAGES WEST VIRGINIANS TO UTILIZE WV 211 PROGRAM

Charleston, WV – Today, U.S. Senator Joe Manchin (D-WV) is encouraging West Virginians to utilize the 2-1-1 program operated by United Way of West Virginia. 2-1-1 connects callers with health and human services resources through trained certified specialists. Anyone can call 2-1-1 to learn about specific programs, intake requirements, eligibility, operation hours and more.

“United Way of West Virginia provides an important service to West Virginians by helping users navigate the vast number of resources available to aid with healthcare issues, food shortages, mental health questions and more. This program is more important now than ever as we battle the COVID-19 pandemic and I commend United Way for continuing to serve their fellow West Virginians through this time,” Senator Manchin said.

“United Way’s new 2-1-1 will make information on a wide variety of local support services more accessible across our entire state,” said United Way of Central WV President, Margaret O’Neal. “Whether it’s information for locating a health clinic, finding child care programs, or getting housing assistance, 2-1-1 is an easy-to-remember, go-to resource for individuals and families.”

This is the main question my office is receiving: Where can I get a test? Please note that this is not a comprehensive list; there may be more testing sites out there that are added daily.  In order to provide as much reliable information as possible, I am including testing sites that are verified through an official communication or news release.

It is recommended that you seek testing only when you begin exhibiting symptoms of COVID-19. Most, if not all, sites require a physician's order before testing. The testing itself will be supported by both Quest Diagnostics and LabCorp, which will process the specimens that WVU Medicine collects from patients. Patients will typically learn test results in three-to-four days, although time will likely vary based on the volume of tests these two companies will be performing. 
 

BUCKEYE
LOCATION: Pocahontas Memorial Hospital, 150 Duncan Road, Buckeye, WV 24924

Testing is available. This facility is following state and federal guidelines to determine whether a test should be administered. Patients who present fever, cough or shortness of breath or have had potential exposure to COVID-19 should call ahead at 304-799-7400 to alert staff so isolation measures can be implemented as soon as possible if needed.

It only takes a few minutes to download the 24/7 Care app and set up an account. Then you can request a free visit using coupon code COVID. A CAMC provider will call you or video chat with you to talk about your symptoms and give you information about what to do should you need screened for Coronavirus.

If you do not have a smart phone or computer or if you have trouble downloading the 24/7 Care app, call (304) 388-9200 for assistance. We will help you sign up for 24/7 Care and get connected with a provider at no cost. Please do not call this number with general health questions about Coronavirus; we can only assist you with 24/7 Care. If a patient follows the above 24/7 care process and is given an order for the COVID-19 test, then they are given directions to a site off campus for drive-thru testing.

Due to the current limited availability of COVID-19 test kits, the Centers for Disease Control and Prevention has issued guidelines to qualify patients for COVID-19 testing, therefore not every patient who comes to the DMC drive-thru pre-screening may get COVID-19 testing. High-risk individuals and/or those meeting CDC criteria for COVID-19 testing will be triaged by health professionals for further follow-up.

MADISON

Upon arrival to Boone Memorial Hospital or one of its clinics, a soft screening of all staff, visitors and those presenting for care will be completed. A soft screening consists of a few simple questions to assess possible symptoms or things which may put one at high risk such as travel history, possible exposure to COVID-19, etc. In addition, temperatures will be taken for all staff, visitors and those presenting for care.

For precautionary measures, Boone Memorial Hospital has erected tents and walls to allow for additional triage stations to quickly identify those presenting with COVID-19 symptoms via the screening measures mentioned above. Those in which symptoms are present will be segregated and directed accordingly by hospital staff to undergo further evaluation. 

 
MARLINTON

HOURS: Monday-Friday 9am to 1pm and 2pm to 7pm. Beginning Thursday, March 26, Mon Health Medical Center drive-through testing will operate from 10 am – 6 pm. Days of operation will continue to be Monday-Friday.

Before coming, patients must pre-screen and pre-register by calling the COVID-19 Patient Outreach Line at (304) 285-3798. Once registered, patients may come to the drive-through site to receive their swab.


MORGANTOWN

OAK HILL
LOCATION: Mountain Laurel Medical Clinic, 119 Main St, Oak Hill, WV 25901

Patients must be pre-screened by calling 304-465-0544. Collected specimens are delivered to the State Lab in Charleston with results coming within 24 to 48 hours.


PARKERSBURG
LOCATION: Camden Clark Medical Center’s Health and Wellness Center, 2804 Birch Street, Parkersburg, WV 26101
HOURS: Mon-Sun 10 am- 4 pm

Patients without a valid order for testing should contact primary-care office to determine if they need a screening test. They can also contact the WVU Medicine Nurse Navigator line at 304-598-6000 Option 4.

Tests will be reserved for people who meet screening criteria based on CDC recommendations and are sick with symptoms that are consistent with COVID-19: fever, cough, and shortness of breath. 

The testing itself will be supported by both Quest Diagnostics and LabCorp, which will process the specimens that WVU Medicine collects from patients. Patients will typically learn test results in three-to-four days, although time will likely vary based on the volume of tests these two companies will be performing. 


PARKERSBURG

The Parkersburg MedExpress on Grand Central Ave. is a designated COVID-19 testing location, subject to testing supply availability. PETERSBURG
LOCATION: Grant Memorial Hospital, 117 Hospital Drive, Petersburg WV 26847

If you are concerned about possibly having the COVID-19 virus, please contact the Hospital’s main number at (304) 257- 1026 and request to speak to the ER Nurse before coming to the Hospital or local clinics. The ER Nurse will ask questions to evaluate and assess your symptoms prior to your visit. 

 

PETERSTOWN

PINEVILLE
LOCATION: Wyoming County Health Department is conducting testing at Palisades Park on Park Street in Pineville, WV
HOURS: Mondays, Wednesdays, and Thursdays from 10am – 1pm

POINT PLEASANT
LOCATION: The drive-up site is located on the campus of Pleasant Valley Hospital, 2520 Valley Drive Point Pleasant, WV 25550.
HOURS: Appointments will be given from 8:30 a.m. to 4:00 p.m. Walk-in appointments are not available.

If you have a cough, fever, or shortness of breath, call the hotline during operating hours for a screening.

If the Registered Nurses determine you have symptoms of a respiratory virus including COVID-19, you will be given an appointment to our drive-up testing site. Appointments will be given from 8:30 a.m. to 4:00 p.m. Walk-in appointments are not available.  The drive-up site is located on the campus of Pleasant Valley Hospital at 2520 Valley Drive Point Pleasant, WV 25550.

Please bring photo identification and insurance card to your appointment. Those without insurance will still be tested. Please remain in your vehicle upon arrival. Someone will come to your window to test you.

If at any time after you have received a phone screening, you determine your symptoms have worsened, call 911 or go to your nearest emergency department.


PRINCETON
LOCATION: Princeton Community Hospital, 122 12th Street, Princeton, WV 24740

Princeton Community Hospital is testing if criteria is met. Call 304-487-7000 before you go. This location now offers drive-thru testing. You are required to have an outpatient physician order for COVID-19 testing in order to be eligible for this service. Drive up to the Parkview Center entrance portico, and remain in your vehicle. Someone from PCH will come to your vehicle window for registration, consent, and testing. 


PRINCETON

As part of our precautions for Coronavirus preparedness, we have limited entrance points to Greenbrier Valley Medical Center. The only access points for patients and visitors are through the Emergency Department and Front Lobby Entrances. At these locations we will have posted 2 employees to provide screening for those entering the facility. The front lobby will be open Monday through Friday 5:30 am to 5:00 pm and the Emergency Department will be open 24/7.

Weirton Medical Center is also offering testing at an off-site location on Pennsylvania Avenue in Weirton for patients of WMS only - Mon-Fri, 10am – 4pm.
