MANCHIN: SENATE SHOULD CONSIDER PPP DEAL ACT AFTER HOUSE OF REPRESENTATIVES PASSES PPP LOAN DEADLINE EXTENSION
Charleston, WV – U.S. Senator Joe Manchin (D-WV) released the following statement on the U.S. House of Representatives voting to extend the Paycheck Protection Program (PPP) loan forgiveness period from 8 to 24 weeks and amend the rehire date from June 30th to December 31st. This is consistent with Senator Manchin’s PPP DEAL Act which would also extend the coverage period for the loan forgiveness program and amend the rehire date.
“I’m excited to see the House of Representatives pass this bipartisan, commonsense fix similar to my PPP DEAL Act to extend the PPP forgiveness period and change the rehire date. These changes don’t cost taxpayers a dime, and they give small business owners the flexibility they need to adapt to this new and uncertain business climate. I urge the Senate to consider the PPP DEAL Act and extend the PPP forgiveness period from 8 to 16 weeks and rehire date from June 30th to 16 weeks after the loan is awarded, providing West Virginians and Americans a better opportunity to get back on their feet and bring back their employees in a reasonable timeframe. This would be a huge relief for many of our small businesses across the Mountain State and I hope the Senate will move quickly to pass the PPP DEAL Act when we are back in session next week,” Senator Manchin said.
AFTER MANCHIN ADVOCATES FOR EXTENSION OF NATIONAL GUARD ORDERS, PRESIDENT TRUMP EXTENDS THROUGH MID-AUGUST
Charleston, WV – Today, after U.S. Senator Joe Manchin (D-WV) advocated for an extension of the Title 32 502(f) orders for the National Guard servicemembers responding to the COVID-19 pandemic, President Trump announced his decision to extend the orders through mid-August. This extension is necessary to ensure those servicemembers on the front lines of the pandemic receive full GI bill and retirement benefits for their service.
“I am pleased President Trump has listened to my call for an extension of the Title 32 orders for our servicemembers on the front lines of this terrible pandemic. They deserve to receive GI bill and retirement benefits for their service. While I appreciate President Trump’s actions, I urge him to also support my bipartisan, bicameral bill, the Support Our National Guard Act, which ensures transitional healthcare benefits for our servicemembers after they complete their service. We cannot leave our National Guard servicemembers without healthcare after they bravely served during this global health crisis. We must ensure those on the front lines caring for our fellow West Virginians and Americans who are affected by the COVID-19 pandemic are taken care of during and after their service.”
MANCHIN URGES HUD TO ALLOCATE FUNDING AND PROVIDE GUIDANCE FOR COMMUNITY BLOCK GRANTS
Washington, DC – U.S. Senator Joe Manchin (D-WV) led a bipartisan group of Senators calling on U.S. Department of Housing and Urban Development (HUD) Secretary Ben Carson to take action and work quickly to allocate all remaining Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding from the CARES Act and publish comprehensive guidance for use of those funds, including for previously announced funding.
The Senators said in part, “We write regarding funding for critical health facilities, child care centers, senior services, food banks, affordable housing and services for individuals experiencing homelessness included in the Coronavirus Aid, Relief, and Economic Security (CARES) Act. As states and local governments respond to the COVID-19 public health and the economic crisis, it is essential that they receive the $9 billion in Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding Congress provided in the CARES Act without delay, as well as guidance from HUD to make rapid use of it. We are concerned that $5 billion remains to be awarded from both the CDBG and ESG programs, and that HUD has yet to make comprehensive guidance available for awards already announced—holding states and local governments back from spending the federal funds we worked to ensure they receive.”
MANCHIN ASKS FOR CRISIS COUNSELING SUPPORT FOR WEST VIRGINIANS FIGHTING COVID-19 PANDEMIC
Washington, DC – U.S. Senator Joe Manchin (D-WV) sent a letter to Federal Emergency Management Agency (FEMA) Secretary Gaynor requesting access to the Crisis Counseling Assistance and Training Program (CCP) for West Virginians dealing with the effects of the COVID-19 pandemic. As of May 26th, West Virginia had 1,808 confirmed COVID-19 cases, officially surpassing the eligibility threshold of 1,000 cases per million residents within the state established by FEMA.
The Senator said in part, “I write to you today to request your assistance in quickly granting West Virginia access to the Federal Emergency Management Agency’s (FEMA) Crisis Counseling Assistance and Training Program (CCP). As of yesterday, West Virginia has 1,808 confirmed COVID-19 cases, officially surpassing the eligibility threshold of 1,000 cases per million residents within the state established by FEMA. According to a Kaiser Family Foundation study, West Virginia is particularly vulnerable to this pandemic with half of our adult population (49.3%) – the highest in the country – at an increased risk of developing a more serious illness in association with COVID-19.”
