SENATE PASSES MANCHIN’S RESOLUTION TO REAFFIRM SENATE’S COMMITMENT TO PEACEFUL TRANSITION OF POWER

Washington, DC – This week the U.S. Senate unanimously passed U.S. Senator Joe Manchin’s (D-WV) resolution to reaffirm the commitment of the U.S. Senate to a peaceful transition of power as called for in the Constitution of the United States. This comes after President Donald Trump refused to commit to a peaceful transition of power if he loses the November 3rd Presidential election.

“It’s a shame that we have to come and reaffirm our commitment to our country, to our constitution, and who we are as a people and how we became a great country, the greatest country on Earth, with the freedoms we all take for granted…What we are doing with this resolution is saying that basically the bedrock of democracy is the orderly and peaceful transfer of power when the President transitions out. It should not be a question…We're in the most difficult times right now, and for the President to even address the subject of maybe not knowing if he would accept [the election results] or not is beyond all of our comprehension that this could ever happen in America.

“We have come through a lot in our country, and we continue to be challenged, but I believe to have the leader of the free world talk as if we are an autocracy, authoritarian versus a democracy, is something that alarmed me and alarmed a lot of my colleagues on both sides of the aisle, even those quiet as some may be, I know they're alarmed…This is not who we are, and we must speak loudly. This is not politics. This is not Republican or Democrat. Make no mistake. This is basically if you believe, for the sake of the good Lord and all we believe in and our country, this is about maintaining this democracy. That's all it's about. Maintaining. And we will defend that, and we have today just reaffirmed our commitment to the orderly transition of power by the President of the United States, whoever that should be, whenever that might happen, that they must have an orderly transfer that we all will defend and uphold.”

RESOLUTION
Reaffirming the Senate’s commitment to the orderly and
peaceful transfer of power called for in the Constitution
of the United States, and for other purposes.

Whereas the United States is founded on the principle that
our Government derives its power from the consent of the
governed and that the people have the right to change
their elected leaders through elections;

Whereas our domestic tranquility, national security, general
welfare, and civil liberties depend upon the peaceful and
orderly transfer of power; and

Whereas any disruption occasioned by the transfer of the executive
power could produce results detrimental to the
safety and well-being of the United States and its people:
Now, therefore, be it

Resolved, That the Senate—

(1) reaffirms its commitment to the orderly and peaceful transfer of power called for in the Constitution of the United States; and

(2) intends that there should be no disruptions by the President or any person in power to overturn the will of the people of the United States.

It's my privilege to share some inspirational stories from those on the ground who are donating their time and energy to helping their fellow West Virginians. I’ve been seeing so many great WV Strong stories, showcasing the Better Angel that is inside each of us. Right now, it’s important to recognize the families and educators working hard to ensure our state’s children get their education in these difficult times. For so many families in rural areas, distance learning is made even more difficult by a lack of internet. Many are driving their kids to WiFi hotspots so they can participate in class discussions. 

That is why I have nominated Jason Jenkins and his family from Cabell County as West Virginia Strong. They have been driving to a WiFi hotspot set up in a local school bus. The lengths that they, and so many, have had to go to in order to ensure their kids can get their education is admirable. It is also disheartening because this is not an uncommon experience due to the lack of broadband in our home state. I know this story is shared by many and I hope it sheds some light on the struggle of so many families during this school year.

For years as your U.S. Senator, I’ve been pushing for expansion of broadband internet in West Virginia. Now when we need it most, many people still don’t have it. However, in true West Virginia fashion, teachers, parents and volunteers have found creative ways around this obstacle, setting up hotspots, free tutoring, and so much more.  Your stories will fuel this fire, so please continue sharing them with me at wvstrong@manchin.senate.gov . MANCHIN, CAPITO APPLAUD $10.3 MILLION FDA INVESTMENT INTO WEST VIRGINIA SMALL BUSINESSES, ENTREPRENEURS
Washington, DC – U.S. Senators Joe Manchin (D-WV) and Shelley Moore Capito (R-WV), members of the Senate Appropriations Committee, today applauded a $10.3 million investment from the Economic Development Administration (EDA) for the West Virginia Economic Development Authority. This investment will capitalize and administer a Revolving Loan Fund (RLF) that will provide critical gap financing to small businesses and entrepreneurs adversely affected by the COVID-19 pandemic across West Virginia.     

“Small businesses and entrepreneurs across West Virginia have been hit hard by the COVID-19 pandemic, hurting communities and families across our state. I am pleased the EDA is investing $10.3 million to support pandemic recovery efforts for businesses through the West Virginia Economic Development Authority,” said Senator Manchin. “Small businesses and entrepreneurs are the backbone of our economy and they need a helping hand during these difficult times. This funding will give our businesses the assistance needed to get back on their feet and contribute to the state’s economy in the years to come as we recover from the virus.”

 

TESTING

Where can I get a test? This is a question my office has received since the beginning of this pandemic. Please note that this is not a comprehensive list; there may be more testing sites out there that are added daily.  In order to provide as much reliable information as possible, I am including testing sites that are verified through an official communication or news release.

It is recommended that you seek testing only when you begin exhibiting symptoms of COVID-19. Click here to view the screening criteria. To report your symptoms and be directed to one of the available testing sites, contact your primary care doctor or a designated hotline for your area. Most, if not all, sites require a physician's order before testing. If you have gone through these steps and are still having issues getting a test, please email me at common_sense@manchin.senate.gov and a member of my staff will reach out to you to see if we can assist.

LOCATION: Riverfront Park, 220 Riverfront Park, Ravenswood, WV

HOURS: 12 p.m. - 6 p.m.

This testing is free and available to all residents in selected counties, including asymptomatic individuals. Proof of insurance is NOT required. Attendees should bring identification, such as a driver’s license or proof of address, to help in returning test results. Those under the age of 18 must be accompanied by a parent or legal guardian.

FRIDAY, OCTOBER 2, 2020
RANSON
LOCATION: Civic Center parking lot, 432 W. 2nd Ave., Ranson, WV

HOURS: 1 p.m. - 7 p.m.

The diagnostic tests administered will only show individuals if they have an active infection, not if they have been previously infected and have recovered, the health department said in an announcement.
Results will be available in three or four days via the Q-Labs online patient portal.
Drive-thru or walk-thru patients will be accepted, but individuals must bring a driver's license, photo identification or other proof of address.
Patients under age 18 must be accompanied by a parent or legal guardian.
