Time to End Iraq, Gulf Wars

Last week, the Senate took a procedural vote to advance bipartisan legislation I authored with Senator Tim Kaine to repeal the 1991 and 2002 Authorizations for Use of Military Force (AUMFs), formally ending the Gulf and Iraq wars. The 1991 and 2002 AUMFs—which passed 32 and 20 years ago, respectively—authorized the use of force for the Gulf and Iraq wars, but Congress has failed to repeal these AUMFs, leaving them subject to potential misuse by the Executive Branch.

Senator Kaine and I joined members of the American Legion to talk about the importance of the bill. Congress should take this important step towards reclaiming its constitutional authority, while honoring the sacrifices of our veterans in the process. You can watch our press conference here.

I also spoke on the Senate floor and released a joint op-ed about our legislation. 

I look forward to amendment debate and a final vote on the Senate floor in the coming days.

Encouraging American Research and Development

I introduced bipartisan legislation, the American Innovation and Jobs Act, to support research and development (R&D) investments by innovative companies across Indiana and the United States. 

Maintaining and encouraging R&D activities here in the United States is critical to providing high-quality jobs for Americans and ensuring our country remains competitive with our international rivals, most notably China. This legislation must be passed if we want to outcompete and out-innovate the Chinese Community Party. 

Currently, businesses and startups investing in R&D can claim tax incentives that help them to invest in developing new, innovative products that lead to additional jobs and a stronger economy. My legislation builds on this by expanding the refundable R&D tax credit for small businesses and startups and ensuring that businesses can once again fully deduct R&D expenses each year.

Hoosiers Give Input on Tech Hubs

The new Regional Technology and Innovation Hubs program was a key component of my CHIPS and Science Act.

Last week, Assistant Secretary Alejandra Y. Castillo traveled to 16 Tech Innovation District in Indianapolis to hear from Hoosier stakeholders about how the U.S. Economic Development Administration (EDA) can best design the program to catalyze our global competitiveness in critical technology areas. Secretary Castillo is responsible for supervising EDA's Tech Hub program.

Virtual Academy Day on April 17

High school students interested in learning more about America’s service academies are invited to RSVP for my upcoming Academy Day on Monday, April 17.

This Zoom meeting is an opportunity to learn more about the admissions process and what life is like at the United States Military Academy, the United States Naval Academy, the United States Air Force Academy, and the United States Merchant Marine Academy. Representatives from each academy will be avaliable to answer questions.
