My Bill Removing Chip Production Barriers Passes

The CHIPS and Science Act included manufacturing incentives vital to increasing domestic chip production here in the U.S. and protecting our national security interests. As implementation continues, unnecessary regulatory burdens are threatening to slow down these critical investments in domestic semiconductor manufacturing and pause construction that has already begun.

Senator Mark Kelly and I introduced the Building Chips in America Act to streamline federal permitting processes for microchip manufacturing projects while maintaining bedrock protections for clean air and clean water. Our bill passed the Senate twice—first as part of the Senate NDAA and again as a standalone legislation.

This week, the bill passed the House of Representatives, and it now heads to the President’s desk. I’m pleased to see this important piece of legislation pass Congress and urge the President to sign it into law.

It was a true honor to receive the Indy Black Chamber of Commerce’s award for public service recently. My legislative priorities are always driven by my constituents, and I am grateful for the Black Chamber’s tireless work supporting and advocating for minority-owned businesses. 


End Tuberculosis Now Act Passes Senate

The Senate recently passed the End Tuberculosis Now Act, legislation I introduced to make the elimination of tuberculosis (TB) a foreign assistance priority for the United States. By improving U.S. and international coordination and prioritization of research and diagnosis, treatment, and prevention of one of the world’s deadliest infectious diseases, the bipartisan legislation would advance and modernize U.S. engagement in the global fight to end TB worldwide by 2035.

Tuberculosis is a preventable, treatable, and curable disease. More than 25 years after it was declared a public health emergency, TB still remains one of the deadliest infectious health threats and often goes undiagnosed in many countries. Senate passage of this legislation is the first step in demonstrating U.S. leadership to find and treat TB, reduce the stigma, and better target this curable disease. I urge my colleagues in the House to take up this important bill as soon as possible.

Dr. Christina Francis of Fort Wayne recently testified before the Senate Finance Committee about her work educating physicians on life-affirming care. 

Dr. Francis is a powerful advocate for providing excellent health care and protecting life, and I am grateful she spoke before the Committee.


Biden Admin Has Mismanaged Broadband Initiatives

In 2021, President Biden tasked the Vice President with leading the Administration’s effort to expand broadband services to rural, unserved communities. The $42 billion Broadband Equity, Access, and Deployment (BEAD) program has yet to connect a single person to the internet.

Instead of focusing on delivering broadband services to unserved areas, the Biden administration has used the BEAD program to add partisan, extralegal requirements that were never envisioned by Congress and have obstructed broadband deployment. By imposing burdensome climate change mandates on infrastructure projects, prioritizing government-owned networks over private investment, mandating the use of unionized labor in states, and seeking to regulate broadband rates, the Biden Administration has caused unnecessary delays leaving millions of Americans unconnected.

I recently joined with a number of my Senate Republican colleagues in sending a letter to Vice President Harris regarding mismanagement of federal broadband initiatives.
