Promoting American Biotech Leadership

The United States has long been a leader in biotechnology, but we now risk losing our edge to China. In this era of global competition, we need to promote American biotech innovation and manufacturing. As chair of the National Security Commission on Emerging Biotechnology, I recently introduced the National Biotechnology Initiative Act of 2025.

This legislation would set in motion a whole-of-government approach to advancing biotechnology for U.S. national security, economic productivity, and competitiveness. The bill would establish a National Biotechnology Coordination Office at the White House to lead and coordinate federal biotech efforts. The legislation is a key recommendation from the Commission’s report, and it will provide a long-term strategy to make federal agencies work together more efficiently to support American biotech.

Conversation on Tax Reform and the Future of America's Economy

I had a great conversation with former Indiana Governor Mitch Daniels and the Mitch Daniels Leadership Foundation on tax reform and the future of America’s economy.


American Leadership in Technology is Vital

President Trump and his team have created significant negotiating leverage with our trading partners, which can now be used not only to reset economic relations but also to refashion America’s global technological leadership position. For both our economic and national security, American leadership in technology is vital. 

Weeks ago, I laid out a “Tech Power Playbook” with ideas for the administration. This playbook is even more suited to the current moment, as businesses, markets, and our trading partners seek reassurance that – after a painful but necessary trade reset – the United States aims to resume its role as the free world’s techno-economic leader. 

There are three elements to my proposed Tech Power Playbook for the Trump Administration: a strong offense (unlocking manufacturing and innovation), a strong defense (tech controls), and special teams (tech diplomats). Ultimately, we should strive to build new partnerships and a multilateral network of tech-allied nations to counter China’s influence and reinforce our values.

Safe Digging Month

The United States Senate unanimously passed a bipartisan resolution that I authored with Senator Gary Peters (D-Mich.) marking April 2025 as National Safe Digging Month.

As Chairman of the Senate Commerce Subcommittee on Surface Transportation, Maritime, Freight, and Ports, I was proud to cosponsor this resolution designating April as National Safe Digging Month. With the weather getting warmer and excavation projects increasing, it is important to remember to call before you dig.

Strengthening Programs for Adult Learners

I joined with Senator Jack Reed (D-R.I.) in reintroducing the Adult Education Workforce Opportunity and Reskilling for Knowledge and Success (WORKS) Act to reauthorize adult education programs and expand upon the Workforce Innovation and Opportunity Act (WIOA).

It’s critical that all Hoosiers have the tools necessary to succeed in the modern economy – and that starts with strengthening adult education. Our bipartisan bill would bolster critical services for adult learners, while also making important updates that ensure participants are prepared for the 21st century workforce.
