Combatting
Human
Trafficking
- Thom
spoke
on
the
Senate
floor
this
week
in
support
of
the
Justice
for
Victims
of
Trafficking
Act
of
2015,
and
noted
the
tragic
statistics
of
human
trafficking
crimes
in
America
and
across
the
world.

Protecting
Taxpayers
- In
February,
Thom
introduced
his
first
bill,
which
aims
to
protect
hard-working
taxpayers
and
stop
the
FCC
from
nullifying
state
municipal
broadband
laws.
The
legislation
says
that
the
FCC
cannot
preempt
states
with
municipal
broadband
laws
already
on
the
books,
or
any
other
states
that
subsequently
adopt
such
municipal
broadband
laws.
The
bill
also
mandates
that
the
FCC
does
not
have
the
legal
authority
to
prohibit
states
from
implementing
municipal
broadband
restrictions.
Prioritizing
Veterans
and
Active
Duty
Personnel
- In
February,
Thom
co-sponsored
the
Clay
Hunt
SAV
Act,
legislation
that directs
the
Secretary
of
Veterans
Affairs
to
conduct
annual
evaluations
of
the
Departments
mental
health
care
and
suicide
prevention
programs
to
gauge
their
effectiveness
and
make
any
necessary
improvements
or
changes.
The
bill
is
named
after
Clay
Hunt,
a
Marine
veteran
who
earned
a
Purple
Heart
in
2007
during
Operation
Iraqi
Freedom.
Hunt
took
his
own
life
in
2011
after
failing
to
receive
the
care
he
needed
for
his
post-traumatic stress
disorder
(PTSD).The
Clay
Hunt
SAV
Act
passed
the
Senate
unanimously
and
was
signed
into
law
by
the
President
on
February
12,
2015.
Promoting
Job
Creation
- In
January,
Thom
introduced
legislation
to
advance
offshore
exploration
off
the
coast
of
Atlantic
states.
The
legislation
would
create
55,000
jobs
for
North
Carolina
alone
by
2035,
and
generate
nearly
$4
billion
in
royalty
revenue
for
the
state,
which
would
help
make
it
possible
to
cut
taxes
for
middle-class
families,
invest
more
in
our
childrens
education
or
improve
our
transportation
infrastructure.
