Repeatedly
Flooded
Communities
Preparation
Act
I
recently
teamed
up
with
Senator
Brian
Schatz
(D-HI)
to
introduce
the
Repeatedly
Flooded
Communities
Preparation
Act,
which
will
ensure
better
protection
for
communities
that
have
been
repeatedly
flooded.
This
bill
would
help
communities
like
Sumter,
Horry
County
and
other
areas
around
South
Carolina
better
prepare
for
weather
disasters
before
they
strike.
Repetitive
loss
properties
contribute
to
nearly
half
of
the
National
Flood
Insurance
Programs’
(NFIP)
$25
billion
debt
and
make
up
nearly
30
percent
of
the
claims
it
pays,
while
representing
just
one
percent
of
total
NFIP
policies.
The
Repeatedly
Flooded
Communities
Preparation
Act
asks
local
leaders
to
proactively
mitigate
against
flood
risk
rather
than
taxpayers
paying
to
rebuild
the
same
properties
over
and
over
again.
If
passed,
our
legislation
would
help
tackle
the
NFIP’s
debt
problems
while
better
preparing
communities
to
weather
disasters
before
they
strike,
cutting
costs,
and
freeing
up
resources
to
be
used
on
needed
relief
efforts.
Criminal
Justice
Reform
I
recently
testified
before
of
the
U.S.
House
Committee
on
Oversight
and
Government
Reform’s
hearing
on
“Criminal
Justice
Reform
and
Efforts
to
Reduce
Recidivism.”
The
purpose
of
the
hearing
was
to
examine
programs
and
legislation
aimed
at
rehabilitating
offenders,
facilitating
a
successful
transition
from
prison
to
community,
and
reducing
recidivism.
The
hearing
also
marked
my
friend
Congressman
Trey
Gowdy’s
(R-SC)
first
hearing
as
Chairman
of
the
committee.

Preserving
Ft.
Sumter
and
Ft.
Moultrie
I
also
introduced
the
Fort
Sumter
and
Fort
Moultrie
National
Park
Act,
which
will
provide
oversight
and
protection
to
some
of
South
Carolina’s
most
significant
sites.
The
bill,
which
has
already
received
support
from
the
Charleston
Metro
Chamber
of
Commerce
and
the
Fort
Sumter-Fort
Moultrie
Historical
Trust,
establishes
a
clear
management
plan
for
the
preservation
and
maintenance
of
the
site,
and
also
has
the
potential
to
enhance
local
economic
opportunities
and
growth
for
the
surrounding
area
by
increased
tourism
and
visitation.
Our
state’s
history
extends
well
beyond
our
borders,
and
runs
deep
through
the
very
soul
of
the
American
story.
It
is
important
that
we
preserve
these
special
places,
so
they
can
be
enjoyed
and
appreciated
for
generations
to
come.
