rolling out the next chapter

October 2, 2026

Dear Friend,

Welcome back to my Week in Review newsletter. Please remember to follow me on Facebook, X, Instagram, LinkedIn, and YouTube for regular updates on how I am serving the people of South Carolina!

One of my first jobs was working at a movie theater in North Charleston, where I spent seven years developing a lifelong love of film and met my mentor who had an everlasting impact on me. Years later, as a Charleston County council member and state legislator, I worked to bring more film production and the jobs that come with it to South Carolina. Today, more than 7,000 South Carolinians work in the film production industry. My Motion Picture, Television, and Entertainment Revitalization Act - or what I like to call the Make Films in America Act – will help bring more production jobs back home, strengthen local economies, and ensure the next generation of iconic American films is made right here in America.

The Week in Review

Advocating For Sickle Cell Disease Patients

Raising awareness about sickle cell anemia means working toward a future where Americans living with the disease can lead healthier lives with fewer limitations. The Senate unanimously passed my resolution declaring September as Sickle Cell Disease Awareness Month. Earlier this year, my Sickle Cell Disease and Other Heritable Blood Disorders Research, Surveillance, Prevention, and Treatment Act was signed into law, expanding access to research and treatment for patients with rare blood diseases. I remain committed to making sure those suffering from SCD and their families receive the high-quality care and support they need.

Promoting Transparency In College Sports

As a former athlete, I recognize the important role college sports play in our nation. College athletics are uniquely American, bringing communities together and creating memories that last a lifetime, and we must protect that tradition. The Senate passed the Protect College Sports Act to restore common-sense rules to college athletics. I am proud the Senate unanimously passed my amendment requiring foreign investment in college athletics to be made public, so Americans know who is funding our teams and institutions. Transparency is essential to protecting the integrity of college sports for athletes, students, and fans for years to come.

Supporting The Fight Against Pediatric Cancer

The Senate unanimously passed my resolution designating September 2026 as National Childhood Cancer Awareness Month. No child should bear the weight of fighting cancer alone. These brave children and their families face each day with incredible strength and courage, and I am proud to support them, help raise awareness, and recognize all those working toward a future where no child has to live with this devastating disease.

New legislation aims to keep film and TV jobs in the U.S. as productions move overseas

By: Ian Kayanja

Republican U.S. Sen. Tim Scott remembers growing up, going to his local movie theater and watching films like "Rocky III," mesmerized by what he saw.
He is now setting out to recreate the magic he experienced as a teenager working in the very theaters he felt brought a "$100 million experience" close to home.

On Wednesday, Scott touted his recently introduced "Motion Picture, Television, and Entertainment Revitalization Act," or, as he coined it, the "Just Make Films in America Act." The bill would establish a 20% base tax credit for qualifying film, television and visual effects projects produced in the United States. It would also provide bonus credits of up to 5% for productions in rural areas, multistate productions, projects completed by independent producers and companies that increase their number of domestic productions from year to year.

"Keeping film production in America is so important," Scott said. "Not for the actors, but for the blue-collar workers. This [bill] strikes the perfect balance, not by using federal dollars, but by using tax credits to incentivize more production in America."
