The Passing of Lyle Stowers

I feel so fortunate to have called Lyle Stowers my friend for so many years. He loved the state of West Virginia and its people. In all our conversations, he always talked about how he wanted to help people and how much he loved West Virginia and Lincoln County. It has been an honor to call him my friend and we will miss him. Gayle and I send our deepest condolences to his friends and loved ones especially his daughters Sheena and Stephanie, his grandchildren and his brother Greg during this difficult time.

Statement on the Mueller Report

I have not had a chance to read and review the Mueller report yet. But one conclusion was made clear, Russia has and will continue to interfere in our elections and we must work immediately to safeguard our democratic institutions. I look forward to reading the Mueller report and coming to my own conclusion, just like every American should. The last two years has divided our country and I’m glad the Mueller report has been released to the public for the sake of transparency and for our national healing.

Introducing a Bipartisan Bill to Increase Flexibility for Consumers in the Prescription Drug Market

Last week I introduced the Restoring Access to Medication Act (RAMA). The bipartisan bill reverses a provision in the Affordable Care Act (ACA) that limits the use of funds from pre-tax health accounts such as health savings accounts and medical savings accounts, towards the purchase of prescription drugs or insulin. 

I have always said that the Affordable Care Act is good but far from perfect and Congress must work together to improve our healthcare system. This bipartisan bill would allow individuals increased choice and access in the prescription drug market so that they can receive the life-saving medications they need. No one should have to choose between groceries and getting the medication they need because drug prices are too high, which is why I introduced this bill to help address this issue. I hope that my colleagues, both Democrat and Republican, will support this bill so that we can make improvements to our healthcare system.

This change would give consumers more choice in the healthcare system and would provide a more cost-effective method to pay for prescription drugs. RAMA would also allow consumers to have more flexibility with different pre-tax health savings accounts to purchase over-the-counter drugs.

 Encouraging Secretary Perdue to Extend USDA's Reconnect Program Deadline

Last week I reiterated my support for the United States Department of Agriculture’s (USDA) Reconnect program which will expand broadband connectivity to rural areas that currently lack access and also urged USDA Secretary Sonny Perdue to address accessibility issues with the ReConnect application process. The application to enroll in the program will not be available until April 23, 2019, and individuals will only have 40 days to complete the application for a 100% grant from USDA. I requested the application be uploaded immediately and the window for applications be extended for an additional 60 days.

We should be doing everything we can to encourage participation and make sure this funding goes to the places that need it most.  I am concerned that this abbreviated process will limit submissions, result in more incorrect information being submitted, and leave little room for USDA to fix any potential issues that may arise with this new system. I am committed to doing all I can to ensure this program’s success both now and into the future. That’s why I want to make sure we get this right the first time.  If applicants aren’t given adequate time to engage with USDA about the program and submit their applications, it may deter them from applying in the future.

$3 Million Announced for West Virginia Public Housing

As a member of the Senate Appropriations Committee, I am proud to announce $3 million from the U.S. Department of Housing and Urban Development (HUD)’s new Housing Trust Fund program to increase the supply of safe and clean public housing in West Virginia. 

The new Housing Trust Fund will invest in states like West Virginia to make sure that all families have access to safe and clean housing. I have always believed that no child or family should have to go to sleep at night not feeling safe and secure in their own home. As a member of the Senate Appropriations Committee, I will make sure the Housing Trust Fund continues to invest in West Virginia.

$1.7 Million in Secure Rural Schools Payments in WV

As Ranking Member of the Senate Energy and Natural Resources Committee (ENR), I am proud to announce that West Virginia counties will receive a total of $1,778,953.84 through the Secure Rural Schools (SRS) program. 

Fourteen rural counties in West Virginia depend on Secure Rural Schools funding as they set their budgets. While it’s unacceptable the payments have lapsed this long, I am relieved the Forest Service has responded to my continued urging and finally issued these overdue payments. I hope they will work with us in the coming months to find a long-term solution that provides our counties the financial stability they deserve.
