MANCHIN STATEMENT ON THE SITUATION IN IRAN

I received a briefing from Department of Defense Secretary Mark Esper, Joint Chiefs Chairman Mark Milley, Central Intelligence Agency Director Gina Haspel and Department of State Secretary Mike Pompeo and have a better understanding of the intent behind the recent actions taken by the Administration. There was not an imminent threat to the United States’ homeland and the citizens within our borders. But there was a threat to our servicemembers and American personnel in the region. Make no mistake, Soleimani was a terrorist who killed many Americans troops, and his death brings a measure of justice to those Gold Star Families. However, Article I of the Constitution is clear that before the President commits United States Armed Forces to war against Iran, the American people’s representation in Congress must authorize the use of military force. Therefore it is imperative we use this pause as an opportunity for Congress and the Administration to discuss the appropriate pathway forward in the region.

I agree with the President, and past Presidents, that Iran should never be allowed to have nuclear weapons, and that intrusive international inspections of nuclear facilities must be sustained. I believe exhausting diplomatic efforts before using additional military force is an integral and pragmatic step in deescalating tension in the region. Additionally, I remain deeply concerned about the safety of American military and diplomatic personnel stationed in the region.  It is our sacred duty and responsibility to ensure that when we send Americans into harm’s way, we provide them with a clear objective and comprehensive strategy, as to not needlessly put them at risk. While we are all grateful that there were no American casualties in Tuesday night’s attack, it has caused the nation to pause and reflect about America’s role in achieving peace in the region. 

As a U.S. Senator from West Virginia, and a member of the Senate Armed Services and Veterans Affairs Committees, I am convinced that we cannot solely bomb our way to peace in the Middle East. As the greatest super power and hope of the world, we must not only exercise our superior military might or our superior economic might, but also exercise our super diplomacy. We are at a pivotal moment in this country. The toxic partisan atmosphere in Washington is eroding the trust and civility between the branches of government, threatening the cooperation necessary to reach a clear strategy on how to proceed. When it comes to the security of our country, we should not be Democrats or Republicans – we must always be Americans.

MANCHIN, COLLEAGUES INTRODUCE LEGISLATION TO SECURE BLACK LUNG DISABILITY TRUST FUND

Every day our coal miners risk their lives to provide America with the energy we need to be the most powerful nation in the world and as a result, many of these brave miners have Black Lung Disease. Now, it’s our turn to support them and ensure that they receive the treatment and medical care they need. That is why I am proud to introduce the Black Lung Benefits Disability Trust Fund Solvency Act of 2020 with my fellow colleagues to extend the black lung excise tax and secure the Black Lung Disability Trust Fund for our coal miners across America who have given so much. I look forward to working with my colleagues on both sides of the aisle to pass this legislation and send it to the President’s desk.

MANCHIN, LANKFORD, TESTER, BLACKBURN, KENNEDY URGE FCC CHAIRMAN TO PROVIDE BROADBAND FOR RURAL COMMUNITIES BEFORE EXPANDING 5G COVERAGE

The Senators said in part, “While we commend the Federal Communications Commission (FCC or Commission) for acknowledging that critical fact, we have some serious reservations about the recently announced 5G Fund and the decision to focus these limited mobile broadband deployment dollars on the promise of a 5G future when many places in our states still lack 4G service or do not have any service at all. To stand any chance of connecting rural Americans, the FCC needs a more accurate method of data collection, a strong challenge process, and a funding process that includes terrain factors to ensure that the hardest to serve places can compete for limited funding.”

MANCHIN, CAPITO SHOW SUPPORT FOR EMERGING TECHNOLOGIES IN LETTER TO DOT SECRETARY CHAO

The Senators said in part, “The NETT Council is a welcome step toward resolving issues around new technologies that do not fit into existing regulatory or oversight structures. While it is important to ensuring that a wealth of ideas are welcomed and incorporated into the work of the NETT Council, it is also imperative to move expeditiously on technologies that are more advanced, such as hyperloop. As representatives of the great state of West Virginia, we believe that our state can benefit from emerging technologies like hyperloop, and as legislators, we are committed to ensuring that the Department has the tools and funding it needs to encourage these new technologies and move quickly to implement new policies.”

MANCHIN STATEMENT ON CONFIRMATION OF FEMA ADMINISTRATOR PETER GAYNOR

“The Senate confirmed Peter Gaynor as FEMA Administrator by a vote of 81-8 after passing out of committee with bipartisan support. As a state that has been ravaged by natural disasters like the flooding in 2016, FEMA has been instrumental in ensuring that West Virginians recover and build resilience for the future. Because of Administrator Gaynor’s more than 11 years of experience in emergency management, I believe that he will be a great leader for FEMA and help the agency correctly assess and manage disasters across our nation so that communities can receive the help they need to get back on their feet quicker,” said Senator Manchin.

MANCHIN, CAPITO ANNOUNCE MORE THAN $8 MILLION FOR HOUSING, FIGHTING HOMELESSNESS

Investment in public housing infrastructure is critical to the health of our communities. Everyone, no matter their circumstances, deserves to have a roof over their head. Access to affordable housing helps individuals to get back on their feet and provides them with another opportunity to contribute to their communities. As a member of the Senate Appropriations Committee I am proud that West Virginia is receiving this funding, and I will continue to fight to ensure that everyone has a safe place to sleep.

MANCHIN, CAPITO ANNOUNCE $75K FOR WORKFORCE DEVELOPMENT

I strongly believe that we should better prepare our students in high school to enter the workforce, so when they graduate they can make a decision to either receive a higher education or enter the workforce immediately. The EdVenture program is a great way for high school students to learn skills they’ll need in their careers, further ensuring that our workforce is competitive in a 21st century economy.
