WV STRONG

I was always taught that if you can count your blessings, you can share your blessings. It's my privilege to share some inspirational stories from those on the ground who are donating their time and energy to helping their fellow West Virginians. This very special Better Angel story comes from Kris Ward. Kris was working as an AmeriCorps volunteer back when I was Governor. We were having our annual Easter egg hunt but the weather was so dreary we had to move it inside the capitol. Kris's young daughter, Amanda Joy, was participating in the egg hunt and I made sure to stop and speak to her. We all had a wonderful time that day.  In the years that have passed, Amanda became a Girl Scout and her troop has hosted Easter egg hunts for the kids in her community. This year because of social distancing, the egg hunt won't be able to take place. However, Amanda is going to dress as the Easter Bunny this weekend in Craigsville and wave to passing cars so younger kids will get to have a bit of Easter fun.

Kris, thank you for sharing this special story. Amanda, thank you for giving back to your community and spreading joy to those around you.

TESTING / COLLECTION LOCATIONS

This is the main question my office is receiving: Where can I get a test? Please note that this is not a comprehensive list; there may be more testing sites out there that are added daily.  In order to provide as much reliable information as possible, I am including testing sites that are verified through an official communication or news release.

I will keep this section of my newsletter and my website as up-to-date as possible.  For any organizations or health care organizations who would like their site listed, or who have updates on their hours or requirements, please email me at common_sense@manchin.senate.gov .

It is recommended that you seek testing only when you begin exhibiting symptoms of COVID-19. Click here to view the screening criteria. To report your symptoms and be directed to one of the available testing sites, contact your primary care doctor or a designated hotline for your area. Most, if not all, sites require a physician's order before testing. If you have gone through these steps and are still having issues getting a test, please email me at common_sense@manchin.senate.gov and a member of my staff will reach out to you to see if we can assist.

Patients without a valid order for testing should contact primary-care office to determine if they need a screening test. They can also contact the WVU Medicine Nurse Navigator line at 304-598-6000 Option 4.

Tests will be reserved for people who meet screening criteria based on CDC recommendations and are sick with symptoms that are consistent with COVID-19: fever, cough, and shortness of breath. 

The testing itself will be supported by both Quest Diagnostics and LabCorp, which will process the specimens that WVU Medicine collects from patients. Patients will typically learn test results in three-to-four days, although time will likely vary based on the volume of tests these two companies will be performing.

If you are experiencing flu-like symptoms and are concerned about COVID-19/Coronavirus, you can use CAMC’s 24/7 Care app to talk to a provider FREE – anytime, day or night. It only takes a few minutes to download the 24/7 Care app and set up an account. Then you can request a free visit using coupon code COVID. A CAMC provider will call you or video chat with you to talk about your symptoms and give you information about what to do should you need screened for Coronavirus.

If you do not have a smart phone or computer or if you have trouble downloading the 24/7 Care app, call (304) 388-9200 for assistance. We will help you sign up for 24/7 Care and get connected with a provider at no cost. Please do not call this number with general health questions about Coronavirus; we can only assist you with 24/7 Care. For general questions and concerns about COVID-19/Coronavirus, call the West Virginia Department of Health and Human Resources hotline at 1-800-887-4304.

If a patient follows the above 24/7 care process and is given an order for the COVID-19 test, then they are given directions to a site off campus for drive-thru testing.

Due to the current limited availability of COVID-19 test kits, the Centers for Disease Control and Prevention has issued guidelines to qualify patients for COVID-19 testing, therefore not every patient who comes to the DMC drive-thru pre-screening may get COVID-19 testing. High-risk individuals and/or those meeting CDC criteria for COVID-19 testing will be triaged by health professionals for further follow-up.

MADISON

Upon arrival to Boone Memorial Hospital or one of its clinics, a soft screening of all staff, visitors and those presenting for care will be completed. A soft screening consists of a few simple questions to assess possible symptoms or things which may put one at high risk such as travel history, possible exposure to COVID-19, etc. In addition, temperatures will be taken for all staff, visitors and those presenting for care.

For precautionary measures, Boone Memorial Hospital has erected tents and walls to allow for additional triage stations to quickly identify those presenting with COVID-19 symptoms via the screening measures mentioned above. Those in which symptoms are present will be segregated and directed accordingly by hospital staff to undergo further evaluation. 

 
MARLINTON

MARTINSBURG

MARTINSBURG

Tests will be reserved for people who meet screening criteria based on CDC recommendations and are sick with symptoms that are consistent with COVID-19: fever, cough, and shortness of breath. 

The testing itself will be supported by both Quest Diagnostics and LabCorp, which will process the specimens that WVU Medicine collects from patients. Patients will typically learn test results in three-to-four days, although time will likely vary based on the volume of tests these two companies will be performing.

If you do not have a physician’s order but have symptoms (such as fever, cough or shortness of breath) you can be seen at the Clinic and a provider there can order the testing if criteria is met.

PPE Supplies for Postal Workers

USPS has put the following action plans put into place throughout the Appalachian District:

1. Each office has to complete a survey with the quantity of supplies on hand by 10 AM every day to submit to the Leadership Team.

2. All sites (retail and delivery units) have reported having these mandatory supplies on-hand: hand sanitizer, disinfectant, sanitizing wipes, paper towels, hand soap, alcohol, surgical masks and gloves.   

3. Each office has been instructed to order supplies and buy supplies locally as needed.   

In addition, hubs  are located throughout the District that have supplies on hand to expedite shipping to offices in need.  Also, the District has a dedicated internal email set-up on Internal Appalachian District's home page for each office to request supplies if needed. These supplies are shipped out daily.  The Leadership Team is holding a daily telecom with all the Union Representatives and Managers of Postal Operations to discuss issues that are being reported.  They are expediting any PPE supplies to any offices that expresses a need.

Coronavirus and Travel in the United States

Avoid all nonessential travel in the United States

CDC recommends you stay home and avoid all nonessential travel within the United States. This includes travel of any distance (across town, state and country) by air, bus, train and car. COVID-19 is spreading in every state, and travel increases your chances of getting and spreading the virus. This guidance does not apply to workers in critical infrastructure industries.

The State or local government where you are may have issued orders or provided guidance more restrictive than these federal guidelines. In that case, follow the state or local orders and guidance.

If you must travel, take steps to help prevent getting and spreading COVID-19.

CDC also recommends that you avoid all nonessential international travel (see: COVID-19 Travel Recommendations by Country).

Unemployment

COVID-19 is a healthcare crisis, but the ripple effects have caused economic uncertainty for many West Virginians. The CARES Act includes a dramatic expansion and reform of the existing unemployment insurance program. We’ve strengthened unemployment benefits and ensured that laid-off workers, on average, will receive their full pay for four months.


ELIGIBILITY 
You are eligible if you are unemployed or unable to work because:

-Your place of work is closed as a direct result of COVID-19.

-You or a household member has been diagnosed with COVID-19 or you are experiencing symptoms of the virus and seeking a medical diagnosis.

-You are quarantined because you have been advised by a healthcare provider to self-quarantine due to concerns related to the virus.

-You are caring for a member of the household or a family member that has been diagnosed with the virus or unable to attend a school or facility that is closed and the facility is necessary for you to be able to work.

-You were scheduled to start work and the job no longer exists or you are unable to reach the job because of a quarantine at the workplace.

-You are self-employed, are seeking part-time employment, do not have sufficient work history or would not otherwise qualify for regular unemployment under the State or Federal law.

Note: Part-time, self-employed, independent contractors and gig economy workers will be eligible for unemployment.

You are NOT eligible for unemployment if: 

-You have the ability to telework with pay.
-You are receiving paid leave benefits.

All unemployment received, including the additional $600, will be taxable. The amount of unemployment received will be disregarded in determining Medicaid or CHIP eligibility.

DIRECT PAYMENTS TO WEST VIRGINIANS 
To address unforeseen financial challenges not covered by expanded Unemployment Insurance benefits or modified Small Business Administration (SBA) loans, the bill authorizes direct payments of $1,200 for individuals and $2,400 for couples. Families are also eligible for an additional $500 per child. Working class Americans that file their taxes will receive a direct payment. Those who are on Social Security or otherwise do not file income taxes will receive their payment in the form of check.

An individual is eligible for the full benefit if they make less than $75,000 per year. Couples and other joint filers are eligible if their combined annual income is less than $150,000. Above that threshold, benefits will be reduced by $5 for every $100 of income and phased out entirely for those making $99,000 or more ($198,000 for couples).

Any individual making $99,000 or more per year will not receive any direct payment. Any couple or other joint filers making $198,000 or more per year will not receive any direct payment.

Individuals that receive form SSA-1099, which includes those that are receiving Old-Age, Survivor, and Disability (OASDI) benefits through Social Security, and individuals that receive form RRB-1099, which includes those that have worked in jobs covered by the Railroad Retirement Act, will be eligible for the stimulus check and will not be required to fill out any additional tax documents. For all others who do not normally file their taxes, including seniors and some veterans who do not normally file tax returns, they are also eligible to receive a check; however, in order to receive the stimulus payment, an individual that falls into one of these categories will need to file a simple tax return for 2019.
